Add plugin for Topband battery

I have a battery from Topband, it is very similar to Meritsun but protocol start/ends and buffer size are different so its basically copy paste of Meritsun plugin with few different lines.

Of course code could be much better to remove duplicate code but it works 🤷

I don't have the battery, but if the code works. it does not seem to break anything, so LGTM.
