Description of a Change request: Additional functionality

Acceptance Criteria An authorized User shall be able to mention the other authorized users by their name in the comment (See #167 AC#6.3). When a new/edited comment with mentioned an authorized Used has saved into the DB then the System sends a notification to a mentioned User with a link to this comment. Format of the notification is described in the #167 AC#6.2. The System changes only main text in the sent message on: "Hi [User]. You have been mentioned in the comment to the [NameEvent]
