allow inline reload of the configs for the plugin to apply changes without having to restart server.

Yup, I plan on adding an event in TShock that will notify plugins that a /reload has been called, which will tell plugins to reload configs( if they care to do so).

With this I will also add in commands to reload server eprs configs as well.
