FAQ states that SPFx is only SPO

Q: Can I use these web parts with SharePoint Server (and no SharePoint Online)? A: No for the moment the SharePoint Framework is only available for SharePoint Online.

SharePoint On-Prem Feature Pack 2 brings SPFx: https://blogs.technet.microsoft.com/wbaer/2017/09/12/announcing-availability-of-feature-pack-2-for-sharepoint-server-2016/

I haven't tested on-prem, but the FAQ should be updated.
