Reduce database usage by Cooler Loans API

Re-generating the derived data ends up costing a few hundred dollars each time

Steps:

• [x] Cache Cooler Loans subgraph in BigQuery
• [x] Shift Cooler Loans calculations to BigQuery
• [x] Migrate API to pull from BigQuery
• [x] Add cache to API

This is progressing. Cooler Loans calculations are now stored in Google Cloud Storage and surfaced in BigQuery.

I need to compare this new data vs historical data to make sure there are no discrepancies.
