support of the "compact identifiers" standard #25

In the <database> file, the <ref> element could support the "compact identifiers" standard (see EBI identifiers.org). So, instead of:

<ref dbkey="CHEBI:16551" dbname="ChEBI"/>

It could be:

<ref cID="CHEBI:36927"/>
