Since the removal of the poorly coded multilevel counter overrides in 5d93e9fe5dd6ce9adbfbbe27d035ba4124e14255 (now that these were merged in SILE), we have lost the ability to remove the leading zeroes in section and other sub-levels where the previous levels are unnumbered.
