protein_miRNA_promoter_binding is asserted as a subclass of binding, which is a subclass of function. The logical definition says: protein_miRNA_promoter_binding subClassOf (precedes some miRNA_transcription_initiation)

If I understanding correctly, precedes is a relation used between processes. http://www.ontobee.org/ontology/RO?iri=http://purl.obolibrary.org/obo/BFO_0000063

It can not be used in this case.
