PCE Requirements/Dependency review needed. #53

Since pip compiles from source when installing Python packages, there are several development packages required by the libraries the PCE uses. This wouldn't be recognized unless installing/running the PCE on a host that does not already have them installed.

I need to reinstall the latest BCCD release on Gouda. This will be a good time to check the dependencies.
