Apply hydro_restriction after LCOE has been calculated for all settlements #70

This would make all off-grid lcoe technologies more similar. Same approach can be applied to all off-grid-technologies. I.e. first the LCOE is calculated for all settlements, then restrictions are applied where neccessary.
