We need to tell users about new features, but do it in a way that they only hear it once. Currently, if you set a new stop it takes you through the same onboard message again.
Steps to reproduce:
"Open OneBusAway" or "Set my stop to X"
Expected behavior:
When a new feature is available, tell the user about it once. Otherwise, perform the requested action immediately without any additional tutorial info.
Observed behavior:
User isn't notified of new features when saying "Open OneBusAway". When user says "Set my stop to X" they are always read the onboard message.
