Add support for debugging in Docker #373

The new Docker features added in #372 make it much easier to build and test OBA imnsho 😉. However, one glaring omission is support for debugging in an IDE like IntelliJ IDEA.

Acceptance criteria

[ ] Add support for debugging within the Docker container
[ ] Add step by step instructions to the README for how to set up a debugger
