Simplify and rearrange oba_app Dockerfile
Add 'nuke.sh' script for completely wiping and recreating environment (it's the only way to be sure)
Move download of newer MySQL library up closer to the top
Eliminate a handful of unnecessary RUN commands
Add new Dockerfile and service for bundle building
Update README with instructions
