Summary:

GTFS modification strategies for MTA.

Expected behavior:

Allows GTFS modifications to add stopHeadsigns and Pathways based on MTA-provided spreadsheets. In addition, change feed_id to a String to match spec extension here: https://github.com/google/transit/pull/62
