Translating NextBus Messages > Service Alerts #8

I added in parsing of the NextBus messages API into a GTFS-RT with service alerts. I was able to run it without the static GTFS file loading (because there were errors which I'll report in another issue). I ran it with both "omnitrans" and "sf-muni".
