Fixes #1336 - Add link to regional fare payment app

Makes sure that the experience is commensurate to Android's
Adds new 'Pay Fare' option to the info tab
Wires up the app to support 'deep linking' (after a fashion) into payment apps for Puget Sound, Tampa, and San Diego
