Fixes https://github.com/OneBusAway/onebusaway-iphone/issues/1433 - Add an option to turn off the map drawer

Added settings bundle to the app initialize the appropriate view controller in the OBAApplicationDelegate based on the toggle switch value.

added a flag for _constructUI: to set the rootViewController
