Add support for a regional OpenTripPlanner URL #13

This should be the public base URL for the "/plan" method of your OpenTripPlanner server (e.g., http://yourOTPserver.com/otp/). If no URL is provided in the spreadsheet, a null value should be used in the JSON response.
