User story

As a transit rider, I want to see my agency's logo in the navigation bar, so I can feel confident that I'm using an official app.

Acceptance criteria

[x] By default, show the OBA logo in the navigation bar (see attached below)
[x] Allow customization of the logo by specifying a new logo URL in the .env file
[x] The logo should be wrapped in a hyperlink that navigates back to the root path and use the value of PUBLIC_OBA_REGION_NAME for its alt attribute.
[x] The text region name is removed from the navigation bar.
