All package provider names should use PascalCasing
Package provider names should follow the structure <Package Type, required><Owner/Organization, optional><Descriptive Text, optional> where:
Package Type is the only required element, and is a loose term for the thing that this provider deals with. This is listed first to allow sorting available package providers by the most relevant piece of information: what does the provider deal with. Nuget, chocolatey, NanoServerPackage are all examples of this.
Owner/Organization is any string that would identify who the provider comes from. This is new. It allows users to identify who authored the provider, which helps them figure out which provider is best for them to use. Microsoft will generally use Msft in this segment.
Descriptive Text allows the author to string any number of words together to provide additional information they feel is important (as long as they follow PascalCasingRules). This is purely optional, and not recommended as it will make the name long.
Impact on the Docker provider: following these rules the name would be DockerMsftProvider.
