I'm using an RTX 3080 and 11600K with 32 GB of ram and I was getting really low fps when trying to fly around Tekto's oceans. Maybe it's an issue on my end, but the icebergs around Kerbin didn't cause the issue. Changing the population multiplier from 2 to 1 on the Small Iceberg and Iceberg objects improved performance substantially. The max object counts for the icebergs on Tekto is also much higher than the ones on Kerbin (10000 for each on Tekto vs 2500 icebergs and 4000 small icebergs on Kerbin).
I think it might be worth messing around with some of those variables and doing some testing on your own to see if you can optimize the performance around Tekto's oceans a bit. Maybe you can find a nice combination of values that helps performance and keeps your artistic intent!
