This PR updates the CLI API to more closely align with the design.

The -t/--type option is required to be specified as osx or android. (In the future we should auto detect this)
DIR has been renamed to PATH and is required.
TARGETNAME is used for both the xcproject name and the appclassfile name and is required.
LANG is now validated based on the type of project specified and is required.
APPID remains optional.
A WiP help command is now run when just running bin/onesignal as well as onesignal -h or --help
