Initialize automated issue management workflow for GitHub Actions. This commit includes the basic setup for issue labeling, automated commenting, and project board organization upon issue creation.

Merging without review due to solo project status. Changes have been thoroughly tested locally, and all automated checks have passed. This merge is necessary to progress with immediate project requirements. Future significant changes will follow standard review procedures where applicable.
