Sometimes the WiFi suddenly comes back on. I turned it off, played a game and quit it by long press the menu button.
Steps to Reproduce
I cannot reproduce. It's like the Heisenberg Uncertainty Principle. But it's really a problem. In one case I played a game with mGBA and after some time (and hour?) I quit the game by long pressing the game switcher button and see that the wifi icon is present and in settings the switch is turned on. I turned it off before for sure.

I cannot say since when the problem exist. A lot of versions ago. Maybe a Firmware problem, idk. But how to solve that? Even if we don't find the problem, we could implement the following:
Add the ability to delete a known connection. This should be possible without turning WiFi on. Remove the stored entry (checkmark icon).
Is there a file on the system that can be deleted to do that as a workaround?
