[Enhancement]: OCX: stakeholder name can be ambiguous #524

Currently in OCX stakeholder seems to only be referenced by name rather than an identifier. However, if there happens to be multiple stakeholders with the same name (two John Smiths) this becomes ambiguous.

Description of Enhancement :

It would be preferable to link to other stakeholders in other tables with an ID rather then with their names

Why is this Needed?

To differentiate stakeholders better that might have the same names

Let's raise this with the LWFG. We want a column for the ID for the underlying stakeholder IDs.
