Add filter ability to the map #18

Goal: filter the data on the map by year, type of harmful event, etc

@k-masters, @TheNextCEO -- welcome to the repo! take a look around. this is the most recent issue. we have the map of crashes (accessible here). now we're working on cleaning additional data to add the crash pop-up (like result of the crash, age of the driver and victim(s), etc) and a navigation bar to filter the displayed crashes. once we get through that, we'll be done with the first milestone! and it should be ready for public viewing.

will and I have mainly been working independently, but in tandem. so clone the repo and see where you'd like to contribute! or make issues, too, if you have an idea or see that there's something wrong.
