Start EOEPCA 'federated orchestrator' documentation repo #142

The aggregator is an important component in the eoepca federated orchestrator, and needs to be documented.

Things to cover:

General description
How to deploy (using helm charts + argocd created in eoepca)
Configuration options

That fork https://github.com/EOEPCA/document-federated-orchestrator might be overkill at the moment.

We probably first want to set up docs in openeo-aggregator repo and just link to these from EOEPCA docs
