Default plan per user

This specifies a (default) plan per user, which the user may have subscribed to.

So current situation in openEO platform is:

• users will only belong to one plan, which is the default plan
• plans will not necessarily be visible through openEO API, in first iteration (SRR2) that will quite certainly be hidden
• in SRR3, users will be able to choose between plans on a monthly basis, but management will mostly have to happen outside of openEO.

So we may indeed support that a user can see his current plan through the openEO API, but not sure if it's high priority, or if there's an actual use case for that.
