Deprecate/Remove resource_parameter schema and replace it with parameter #470

The schema #/components/schemas/resource_parameter for configuration in GET /service_types and parameters in GET /file_formats should be deprecated in favor of the #/components/schemas/parameter as they are more flexible, better structured and aligned with the rest of the API.
