Update Sentinel5P collections to new version #659

Jurgen Everaerts mentioned that Sentinel5P data on terrascope is updated to new version. S5P Collection references in MEP deploy should be updated to new version (so that old version can be phased out)

A test where I ran all TERRASCOPE_S5P_L3_* layers (31Kb): TERRASCOPE_S5P_L3_versions.zip

The V1 layers are deprecated and probably not used much, Jurgen told they can be removed, but it would be nice to only remove them in a few months.

With the new metadata also contains a 'weight' band. New output here: TERRASCOPE_S5P_L3_multiband.zip

This is now deployed on openeo-dev.vito.be and will eventually be deployed on openeo.vito.be and openeo.cloud I put a reminder on 1 july to remove the old layers
