Create STAC collection for LAI/FAPAR CCI dataset #699

Version 1 of the LAI and FAPAR Vegetation Parameters dataset is available on _/data/ccivol2/CRDP1/transect/run4/output/optisail/. This needs to be made into a STAC collection so that we can start experimenting with the data on openeo.
