pipeline for fast dev tests

Build a pipeline that allows to run specific tests for code that is on branches.

• See if we can get branch snapshot artifacts for jars
• Same for wheels: can we publish branch wheels?
• Then do a pipeline that builds and pushes an image with these artifacts.
• Use new feature to trigger a batch job from that image?
