Add openeo-vito-aux-data deb install to docker image (EP-3705)

@soxofaan This debian package is only available in our internal debian repository, not in the public one. There's 2 options:

  1. We move the package to the public debian repository
  2. We add the installation of the package to our internal image, that builds on this one

I don't think there's anything specific in there, that can't be in the public debian repository?

good point,

at the moment there is indeed only public data in the deb so we can move it to public debian repo.

ok, openeo-vito-aux-data is in vito-deb-buster-public now
