Run tests against python 3.12 as well #486

Currently fails due to some netCDF4 build issue

netCDF4 has no pre-built wheels for py3.12 at the moment: https://pypi.org/project/netCDF4/1.6.4/

reported here already: https://github.com/Unidata/netcdf4-python/issues/1282
