Actor type vocabulary

There are at least 5 actor types I know we're interested in:

• Nation-state or country
• First-level administrative, like a state or province
• City, town, village
• Company, corporation, private sector actor
• Site, factory, farm, mine, office building

We could encode these as strings in the Actor.type column, or have a separate ActorType and have a foreign key.

I think the most likely situation is that we'd add a new type, like admin-2 (county) or some variation on the company type.
