Use new borders in vectiles for carto display #47

Broken out from #35:

Use borders ingested in #46 in carto display, dealing with double overlap borders, so hard to use dashed lines, so skip those

Since we're using OpenMapTiles OSM-Bright style now and not yet scoped for implementing new style, we assume this is where that change will need to be made.

Per discussion on May 22, Seth expects this to "just work" -- once #46 is done the resulting borders should just appear. Will leave this open for validating
