Carto process scoping #64

Now that we have easier access to a map style we can edit in Maputnik, and we have more editing happening that's revealing the gaps in teh OSM Bright adapted style we're using, it makes sense to go back to the carto design work @tsinn had started in January and port that over to OMT based style.

Also need to think about assessing tags present in the data now and a minimal attempt to anticipate any near term additional needs, without going down the rabbithole of the many, many style tags OHM will need at some point in the future.

Would be nice to get an instance of taginfo stood up so it's easy to see what's in the DB and what's getting added.
