This is the meta-OEP for the new OEP workflow and is based on the jupyter/enhancement-proposals/issues/29 meta process.

The pre-proposal associated with this OEP is #1.

Hi @Enquier I would like to revive OEP's. I propose to close this PR because the PR content seems to be covered by the existing documentation. Wdyt?
