Top view crashes under windows 7 when started from start-menu #444

Topview works when started from anaconda-shell after activating environment.

similiar to #442 besides that the current workaround of the patch is not working

Windows has an additional “Library” in the path. The patch is therefore not finding the right dir. We will have soon a _2 to verify this

This was intermediate fixed by a patch in our build system

https://github.com/conda-forge/mss-feedstock/pull/62

The optimal fix needs to be done in anaconda itselfs.
