New parameters added by Telefonica Germany #347

Hello Team,

The pull request contains modifications made to TAPI PhotonicMedia UML. Telefonica Germany has added a few missing parameters besides defining units for certain parameters, setting stereotypes and modifying the access type of attributes as either RW or RO.

Below are the changes: LaserControlType added PowerThresholds defined for Capability as well as Configuration.
