Modifications to OAM and Eth: #417

TAPI Eth: isCcEnabled and ccPeriod moved from EthMepCommon to EthMegCommon. TAPI Eth: removed dm1Priority of EthMepSink. TAPI OAM: moved pmParameterName from PmParameter type to ThresholdParameter type. Renamed PmParameterType as ThresholdSettings type, [1..2]. Moved thresholdCrossing to ThresholdSettings type, and renamed as thresholdCrossingType. Removed pmParameterBinNumber.
