Develop v2 1 equipment #467

Adding equipment enhancements as discussed in otcc2020.ND.003_TAPI-ProposedEquipmentModelAdjustments.docx.

The initial pull request does not have the Yang constructed. The Yang will be added shortly.

Note that this pull request builds on #466 and has all changes from #466 included.

Note that connection inclusion/exclusion associations in wrong UML package in TapiConnectivity. This is fixed in #468.
