Develop v2 1 connection constraints #468

Adding rule group enhancements to TAPI Connectivity/Topology as discussed in otcc2020.ND.007_TAPI-onf2016.296_MwdFdCapability.pptx.

The initial pull request does not have the Yang constructed. The Yang will be added shortly.

Further pull requests involving changes to connection will also be submitted.

This pull request build on #467 and has all changes included in #467.
