Canonical order in Topology/Connectivity/Streaming, comment in streaming, OAS update #484

Correction for "error: keyword "config" not in canonical order (see RFC 6020, Section 12)" in connectivity and topology. Correction for "error: keyword "when" not in canonical order (see RFC 6020, Section 12)" in streaming.

Addition of comments to feature statements in streaming to correct "error: RFC 8407: 4.14: statement "feature" must have a "description" substatement"

OAS updated (versions from previous release removed and 2.1.3 versions added).
