Streaming aligned with 2.1.3 #509

Modifications to streaming to align with 2.1.3 (note augmentation of PmBinData removed to align with 2.3 OAM).

All changes have been focused on the streaming UML and streaming Yang.

There are some improvements to Enumerations that should be made before we release 2.3 but these can be covered after RC1.
