Edit description of StartTime #231

For when we don't need both StartTime and EndTime to report an interval value.

We should expand the description to specify the convention that a moment in time uses StartTime, without EndTime.

Change developer notes to say StartTime is to be used to reference a specific instance in time.

Can't add a usage tip to a primitive. Let's add to the documentation (user guide) as well as change the ob-editor.
