For the ...ConfidenceLevel elements, the Enumeration values need to be adjusted to better reflect the credibility level. @jrippingale is leaning toward a more Logarithmic representation.

It is also important to note how these values are derived to provide confidence behind returned value.

'ConfidenceLevel is too big increments (logarithmic emphasis on 65, 80, 90, 95, 97, 99) - statistical definitions will help remove human subjectivity, 97 and 99 would an algorithm'

Add an 'Unknown' value to both ImpactCapability and ImpactProduction.
