From initial delving into about a dozen sources, including the official IRS Code, a private operating foundation might be my best bet as I initially don't imagine the organization seeking or receiving public donations.

The process to incorporate a nonprofit is complex and time-consuming, so it should be the last stage once I've started a business plan and have confirmed the feasibility of the project.
