This bug only occurs when this value is negative.
Here is the value i was using
Everything is normal when i launch an explorer window.
If I go to control panel from this explorer window or open control panel separately, click a category or an applet once then navigate back into explorer in the same window (to address C:\ for example) the spacing breaks.
My screenshots are from my Windows 10 1909 installation, the same issue also occurs on my main Windows 11 23H2 install.
