Recent files for Pinned Notepad not working

Describe the bug

When trying to use the Recent files list for Notepad it fails with an error, the recent file list is also not being updated when using notepad.

Area of issue

Start menu

To reproduce

Open Start menu
Go to notepad
click the arrow for recent items
notice recent items is not updated
click on any item

error thrown "the file does not have an app associated with it for performing this action. Please install an app or, if one is already installed, create an association in the Default App Settings page.

this happens despite an association existing.

Expected behavior

Notepad should open the file that I clicked on

I have a similar problem, but I'm noticing some extremely weird behavior.

Opening Notepad from either Recent Files or from the search results causes Open Shell (meaning, the taskbar, and also Open Shell Menu Settings) to become unresponsive for about 20 seconds, after which Notepad finally opens. If I try to click the taskbar too much in the mean time, it will usually crash and restart, and Notepad will not open at all.
This does not happen when I navigate to Notepad using Explorer. However, if I open Notepad using Explorer and immediately afterwards open Notepad using Recent Files, then it will sometimes Notepad instantly without hanging. Sometimes.
Trying to open a recent file by clicking the right arrow gives me the error "The network path was not found." Notepad will open on an empty file instead. Sometimes it does this to the start menu. It became entirely unresponsive after taking this screenshot, only responding again after Notepad managed to start.

This same bug was present in Classic Shell, which I uninstalled and then installed Open Shell to see if it fixed the problem, but it seemingly has the exact same bug. This is on Windows 10 and Open Shell version 4.4.191

Your issue almost seems like when you uninstalled Classic Shell it didn't delete all data and there is some data or setting that is causing the problem, I know with Windows 11 they changed Notepad so I am wondering if that is the issue because recently open files in notepad don't show up in the recent list on Open Shell.
