I have a similar problem, but I'm noticing some extremely weird behavior.
This same bug was present in Classic Shell, which I uninstalled and then installed Open Shell to see if it fixed the problem, but it seemingly has the exact same bug. This is on Windows 10 and Open Shell version 4.4.191
Your issue almost seems like when you uninstalled Classic Shell it didn't delete all data and there is some data or setting that is causing the problem, I know with Windows 11 they changed Notepad so I am wondering if that is the issue because recently open files in notepad don't show up in the recent list on Open Shell.
Describe the bug
When trying to use the Recent files list for Notepad it fails with an error, the recent file list is also not being updated when using notepad.

error thrown "the file does not have an app associated with it for performing this action. Please install an app or, if one is already installed, create an association in the Default App Settings page.
this happens despite an association existing.

Notepad should open the file that I clicked on
